Davison Subject: Backstopping State Representative on PSB Backstopping arrangements for Mr. Webb in his role of State Department representative on PSB are particularly difficult in view of the fact that both the information and geographic areas of the Department will be concerned with PSB activities. It seems unavoidable, therefore, that he will need two deputies to represent him when he is unable to attend PSB meetings. The two I would suggest are Mr. Barrett and Mr, Matthews. Since however, neither Mr. Barrett nor Wr. Matthews will be able to devote a great deal of time to detailed scrutiny of the papers involved, they in turn will need backstopping. For this purpose I would suggest a Special assistant to Mr. Phillips to be appointed in P. For the sake of complicating matters to the greatest possible extent, we may designate this Special Assistant as "X." The job of "X" will be to work with P/POL, PBS1 the Geographic Bureaus, Mr. Lehrbas in G and the PSB atff in assembling material for Mr, Barrett and Mr. Matthews and briefing them prior to the meetings they atter.
