This report has been prepared by the
CIA Photographic Intelligence Center. A brief description of this metallurgical
plant waspreviously reported in RR-GP/DP-1/57 dated 2 Oct-
ober 1957. However, additional photo coverage over is area has made possible
this more detailed analysis.

RUSTAVI METALLURGICAL WORKS
RUSTAVI, USSR
The Rustavi Metallurgical Works* is located approximately 20 miles
southeast of Tbilisi (Tiflis), in the Georgian SSR(see map of Caucasus region).
The plant is situated east of the chief residential and commercial area of
Rustavi (see 'map of Rustavi, USSR). Construction of the plant began before
World War II and was completed in the five-year period following the end of
the war. The plant area has an irregular shape and measures approximately
12,000 by 4,000 feet over-all. A 10-foot-high wall, with several gates at rail
and road entrances, encloses the entire plant. The plant is fully integrated
and highly mechanized. It produces metallurgical coke, pig iron, and steel.
Blooming and rolling mills fabricate the steel ingots into semifinished and
finished products,. Several rail spurs, having a loop-type arrangement, connect
the plant with the Tbilisi/Baku railroad. Within the plant there are two small
rail yards, and numerous spurs serve almost every building and facility,
