All delegations present at the Washington Conference (27.2.1950') voted in
favor of this project a s a w h o 1 e . However, the Soviet delegation
~;ointed out some deficiencies which are, in their opinion, of essential im-
portance, and made certain reservations regarding the article criticized.
One of the most important deficiencies of the statute according to the opinion
of the Soviet delegation is the discriminatory treatment of those states which
are not members of the United Nations or of special organizations of the U.N.
The most important points of the statute consisting of 23 articles as
accepted at Washington were then mentioned.

ABSTRACT: The automation of a grab-bucket gantry crane used for loading-
unloading a ship (or a rr car) i6 described. Prior to automation, the crane
operating cycle used to be 60-90 sec, and the crane operator used to perform up
to 20,000 switching operations per 8-hr shift. As a result, the crane produc-
tivity used to be 15-ZOO/o lower than that technically feasible. A magnetic-tape-
recorded program control based on a frequency-code system was introduced. A

ABSTRACT: Formulas for the determination of tracking fall probability in a second-
-order astatism system with two integrators have been derived; the derivation involv-
ed the solution of Fokker-Planck equations and system simulation on an analog computer.
Two, specific cases were analyzed- (1) with small damping (KT2 ic 1), and (2) with

large damping (KT2 x 1). The obtained formulas permit the determination of the signal-
to-noise ratio with an error less than 12%, which is adequate for practical purposes.
-In the selection of the parameters of the system, the primary considerations are:
(1) the least probability of tracking fall, and (2) an adequate signal-to-noise ratio
