TEXT, The article contains a detailed description of the design and oper-
ation of the following devices~ automatic torigs with two pivot axles f:-r each
of the -two lever couples; tbe gripping.aztIon of the tongs 16 more dependable
than that of the old design with one central pivot axle. The aut_-ma-tdc lock of
these tongs designed in Czechoslovakia has been improved and made more reliable.
Automatic tongs w1th a "bell" proved good in operation. 'The lock is well visi):L:~
for the crane operator. But -the -rongs are too high because of the long central
rod in a tube. Simple automatic tongs (Figure P/ used ai. Zavod im. Il'icba (-1-me-
ni Illich Works) in Zhdanov have levers weld=d tw.:t plates wITh a reinforce-
ment rib. The lock is simple and easy to make, bull not sia-Ifficient-y reliable.
It has been modernized at the Uralmashzavod. A shaped cover pla, -.? is used at

;,be author of the-article. The most difficult finishing op--:~ratlon of forged
cubes is facilitated at UZTM by using A swivel plate. Cubes art- forged on it.

TEXT., The article contains detailed information on the moderniza-
tion of a hydraulic 9,000-ton cold press at the Uralmashzavod Plant used
for cold working of nonmagnetic steel blanks for turbogenerator tire rings
after forging and snagging. The press has been equipped with a new
travel regulator for the bottom mobile crosshead (Fig. 1), a new mandrel-
turning mechanism (Pig- 2) and a new adjustable mandrel support seat
(Fig. Prior to 1959, cold working was produced on this press and
semi-hot working on a steam-hydraulic press with a higher pressure that
was not suitable because of uneven deformation of the ring walls. After
the described modernization the 9,000-ton. cold press can be used for both
cold and semi-hot work and its productivity is 4 times higher. The cross-
head travel regulator (Fig. 1) consists of a casing and a plate in one
piece (l and 2) placed under the floor plates: the plate (2) is attached

to the press cylinders.. The bushing*(3"- inside the casing with an adjust-
ing bolt (4) can move upward and its travel is limited by the fixing screw
(15). The hinge (9) of the bracket (16" welded to the plate is the rock-
ing point of the lever (6) whose long arm is connected to the tension
spring (5) and the short arm holds the bushing through the hinge (17) in
bottom limit position, The long lever arm contacts the roller (8) of the
limit switch (7) ~3K-211 (VY-211) actuating the electromagnet of the inlet
valve and switching off the electromagnet of the outlet valve, which
causes the work stroke of the press, The hooked rod (14) is attached to
the bracket (11) on the mobile press table and transmits the table motion
to the adjusting bolt (4)_ The space between the bottom end of this bolt
and the rod hook must be made equal to the press work stroke travel. When
the table rises, the rod hook reaches the end of the adjusting bolt and
lifts it together with the bushing (3). The bushing lifts the short lever
arm, the long arm goes down on the limit switch lever roller and the limit
switch cuts off the electromagnet of the inlet valve, simultaneously
switches on the electromagnet of the outlet valve, and the table descends.
The new regulator is more sensitive than the old one and the preset tire
ring wall thickness is maintained with an accuracy of OL,2 - 0.4 mm.

length of the rocker lever arms is adjustable to different mandrel

The new turning mechanism has reduced the idle stroke of the press to
15-20 mm from the former 80 mm. The press is provided with a set of
mandrel support seats. Before modernization the two support pillows had
a constant space between them and this space was much wider than the tire
rings. The new seat with spreadable pillows (Fig. 3) has eliminated the
short mandrel life. Replaceable pillow liners are provided for different
mandrel diameters. The pillows are moving on guides (6) and (7). There

TEXT: The time constant of resistances can be measured and directly read by comparing the curves of
transient processes developingin referenceand tested resistances under the action of equal, rectangular voltage-
wave pulses. The current-intensity curve, when subjected to such voltage pulses, does not repeat the shape of
voltage curves but varies according to a certain definite law determined by the relationship between the coil
parameters R, L and C. The voltage to the measuring device is fed (see figure) from the last capacitor of a two-
section filter. The selection of the proper time constant for capacitor charging and discharging ensures a
rather complete recovery qf the capacitor voltage during disconnection of the circuit by means of the key K,
and an almost complete discharge of the capacitor on closing the circuit. The shape of the curve reproduced
on the screen of the device, makes it possible to infer the capacitive or inductive nature of the reactance
to be measured. The connecting frequency of the switch is raised to 250-500 cps. At a valve sensitivity of 0.25
mm/v, the error in determining the values of L and C does not exceed 2-3 %. Changes in both inductance
variometer and variable capacitor are recorded on the screen with an accuracy of I %. The circuitry of the

selected at relatively high values (up to 200 v or even more) so that the current, induced in the resistance, does
not exceed 0.1 to 0.5 v. Measurements by means of the described device are carried out in the following way:
inductance L and capacitance C are first set at zero. Tuning of resistance R ensures the coincidence of two
points corresponding to the end of the transient proms. Next L and C are tuned to give coincidence of the
lines connecting the starting and end points. The time constant is finally found from the formula
