The Technical Council held many oonferences inoludli ig
one in Ashkabad, held from Oatober 26, 1956 to
November 1. 1956, with representatives of~varlou3 All-

and one in Baku, held from November !~6, 1956 to
December 3. 1956, at which the prospeet of expanding
the theory and praetive of h1draulle fracturing was:

discussed the present condition of, and t1la.prospets for
developing the process of synthesizing liquidfuela from
carbon monoxide and hydrogen. The following reports were read
during its November conference: "Prospects for Developing A
Synthetic Process and Results of Work Done in the Pields of
Synthesis by the All-Union Scientific Researoh Inistitute of the
Petroleum Industry (VITII NP)" by 1. B. Rapoport; "Results of
Work on Synthetic Prooess,Under Industrial Plant Conditions
and the Prospect for its Fbxther Development" by K. I. Makvxov,
"Technical and Economic Indices of Synthol ft-odue.tion Using va~".Ious
Kethods of Synthesis" by S. A. PeygJLn. The Technical Council
outlined the basic direction of further work on the synthesis
and made recommendations on the further development of the
synthetic process. In January 195T, the Refinery Section.
examined standard specifications proposed by the VVII NP for
Mesel oil produced from sour easteic-n crudes. A report of.
I. F. Blagovidov on this topic was diseussed by representatives
of seven ministries and many other scientific research organizations.

The Technical Council adopted recommendations pertaining to
viscosity, pour point, coking limits of Diesel;lubricating oils
and set up a schedule for future reseexch and:experimental work
in the field of standardization of spe~cifications. F2ans for
future technical publications were algio discussed. N. I. Titkov
reported on the use of plastic pipes Vor well casing and the.
Council resolved to have more research work done in'this field.
Thirty topics were discussed in 1956 by the Technical Council' and
several works covering these conferences have been or are about .
to be published. They deal with well cementina, eleotric drilling,
reduction of the weight of the equipment used In the oil industry,,
chemical composition of lubricating oils and their operational
properties, application of radioactive- isotopem and radiation.
in the petroleum industry, simplif ication and light6ning of ~Ateri-

of reports before they are delivered i3o that fruitful discussions
can be held during clonferences. The work plan of the Technical,
