SUBJECT . Survey of Agency Proprietary Activities
Attached is a memorandum from the Executive Director -
Comptroller regarding a forthcoming survey of Agency proprietary
activities. The memorandum requ"e'sts from each Deputy Director,
by 1 October, a list of all proprietaries operating in his Directorate.
For the DDS response, could we have by 23 September, please, a
list of all proprietaries in each of your Offices together with the
other information referred to in paragraph 3 of the attached memo-
randum.

SUBJEC Y : Survey of Agency Proprietary Activities
1. The Director has approved a survey by the Inspector General
of Agency proprietary management. This study will include considera-
tion of the adequacy and affectiveness of present regulations and pro-
cedures for the operation and control of proprietaries.
2. To conduct the study the Inspector General has been directed
to form a study group comprised of representatives from the Clandes-
tine Services, the Office of Planning, Programing, and Budgeting, the
Office of Finance, and the staffs of the Inspector General. In addition
the services of a consultant and former
Chief, Operational Services, DDP, will be retained to assist in conduct-
ting the survey. The components named above are requested to nominate
their representatives by 1 October 1966.
3. The survey is scheduled to commence by 15 October 1966.
Each Deputy Director is requested to submit to the Inspector General,
by 1 October, a list of all proprietaries now operating in their respective
directorates, by component, with the following initial compilation of
information: true and crypt name s, places of incorporation and opera-
tion, holding company relationships (if any), basic project justification,
current Administrative Plan, current fiscal year budget, total direct
Government funding from inception to beginning of current fiscal year,
FY-1966 gross income from Government contacts (including government-
controlled corporations), FY-1966 gross income from true commercial
contracts, and statement of current assets.
