SUBJECT : Request for Comments on Proposed National Psycholo
Strategy Paper.
1. The attached paper was to have been discussed at a PSB meeting
in Mr. Gordon Gray's office on 19 November. The State Department
requested that the meeting on this paper be delayed toa future date.
2. Mr. Wisner informed me that State Department took violent
exception to this paper and originally refused to attend the meeting to
discuss it. There is evidently also objections in other quarters.
Mr. Wisner and Mr. Dulles took the paper very calmly and see no reason
vby it shouldn't at least be discussed. The State Department has agreed
to attend an as yet unannounced later meeting.
3. Mr. Wisner has been designated to attend the meeting, when
called, to discuss this paper. He would like to get some lines and ideas
from those chtefly concerned which he can use at that meeting. Since
all of the activities under Paragraph 7 are of more direct concern to you,
CIA-wises than to anyone else, would you please give Frank the benefit
of your thinking.
h. Since I do not know the date of the meeting which will discuss
this paper, I can't suggest a deadline for submitting your comments to
Mr. Wiener. 1 request, however, that in order to give him ample time for
considering the matter, you endeavor to have your comments in his hands
the first part of next week.
