SUBJECT: PLANNING DIRECTIVE NO. 6, INTELLIGENCE TERMINOLOGY
1. In the execution of Planning Directive No,. 6, I find that pursuant to
JCS 1373, ANSCOL has screened some 20,000 words. ANSCOLts report covers the whole
field of joint operations and will be submitted to JCS some time prior to 1 J 1 1i6

2. Attached hereto as enclosure for your signature, is memorandum to the
Director recommending the forwarding of a memorandum to JCS requesting that the
glossary be referred to CIG for review and comment prior to promulgation.
3. Upon receipt of this glossary I propose to form an informal committee in
CPS to review the terms proposed and determine further action to adopt a standard-
ization of intelligence terms which will. be acceptable and useful to ;1.1 interested
government agencies.

1. on its ("M initiative the Central Planning Staff has undertaken to
investigate the possibilities of standardisation of intelligence terminology
throughout the Gover>IVment.
' 2. By JOB 1373 the Joint Chiefs of Staff directed the Army and Navy Stab"
College to prepare a glossary of common term for joint use by the 'gar and Navy
Departaents. This 34st will cover the whole field of joint operations and will
contain mazy intelligence terms. Because the glossary is intended for military
usage 01111 , mail q- definitions will probably not be acceptable for govverrafentonce
usage. In order-to eliminate in so far as possible the permanent adoption of
terms by the military services which cannot be used by all agencies of the govern-
ment,, it is believed wise to request JOS to submit the glossary in order that the
intelligence terms contained therein mkt be reviemdY' the CIO prior to publication,

1. Coordination of the national intelligence program
requires the mutual understanding of intelligence terminolo4y by all
agencies of the Government.
2. Much progress has been made by the Joint Chiefs
of Staff in the standardization of terms throughout the whole military
field. The Army and Navy Staff College is now preparing, pursuant to
JCS 13731, a glossary of terms for joint use by the Iar and Navy Depart-
ments. It is understood that the report requested in JCS 1373 will be
submitted in the near future.
39 As directed in the Presidentts letter of 22 Jana, ry 1946,
the National Intelligence Authority is responsible for the coordination
of the national intelligence program. It is therefore requested that any
compil,-,tion of definitions be referred to the Director of Central Intelligence
for review and comment prior to promulgation to the military services.
