COVERAGE: The collection contains three scientific papers presented
at a seminar on the theory of machines and mechanisms. The
first paper deals with designing plane four-bar mechanisms, the
second presents a method of designing governors for tractor
diesel engines, and the third deals with the investigation of an
inertia-type distributing device used in flour mill plansifters.
The book also contains an author Index for papers published in
Volumes I-XIX, numbers 1-76, and a list of papers published in
Volume XVIII of the Transactions of the Seminar on the Theory of
Machines and Mechanisms.
TABLE OF CONTENTS:
Yasyulenis, A.I. Designing a Mechanism for a Given Trajetory or
Given Positions Using an Auxiliary Mechanism With Two Degrees of
Freedom 5
The author presents a method of synthesizing plane link
mechanisms using a device representing the three-link
mechanism with two degrees of freedom. He also derives rela-
tionships which simplify the solution of various problems in

synthesizing link mechanisms. There are 3 references: 1 Soviet
and 3 German.
Grunauer, A.A., Dynamic Synthesis of Governors forTractor Diesel
Engines. 10
The author describes a method of designing spring-loaded
flyball governors based on min1mizing the mean value of a
friction force acting on the governor sleeve. This method
makes it possible to improve the dynamic characteristics of
a governor and reduce the wear of its component parts. There
are 8 references, all Soviet.
_9_QxL1naU_yL V.V. On Rotating Conditions of the Inertia-type
Distributor in Flour Mill Plansifters 21
The author investigates the motion of an inertia-type grain-
distributing device in order to develop a simple and reliable
design, requiring no special starting devices. He analyzes the
basic equation of motion and determines the minimum starting
speed and the conditions for stable rotation of the distributor.
There are 3 references, 'all Soviet.

On January 20 a meeting of the Academy of Sciences of the BSSR
was held on the oocasion of the fortieth anniversary of the
foundation of the BSSR and the thirtieth anniversary of the
Academy of Sciences o:r-the Republic, which was attended by
representativeb of scientifio institutions of the Republic and
a wide cirole'of the public. T. S. Gorbunov, Secretary of the
Central Committee of the Communist Party of Belorussia and
V. F.'Kuprevich, President of the AS BSSR spoke about the de-
velopment-of-the Party and Academy. They emphasized that before
the Revolution there were no universities in Belorussia. At
present, there are 25 universities, 80 scientific research in-
stitution8 with.more than 5000 scientific coworkers. The
Academy of Sciences of the BSSR employs about 2000 scientific
researchers engineers, technical personnel and employees, among
them 85 Academicians and Corresponding Members, 72 Doctors and

Abstract: The morphological changes in the nasal mucous membrances of 14 piglets
with infectious rhinitis, and the relation of these changes to those
in the peripheral nerv Ious system of this area were studied. The cha-
racteristic clinical symptoms of the disease are a pug-like and dis-

closure of the mouth; immaturity of the piglets by 67-4 percent at
6-7 months of age (considering that the clearest clinical picture
is found in 4 months old piglets). In 4 animals an unevenknobby
thickening of the upper jaw was found and labored breathing, and in

samples of feces of typhoid or suspected typhoid
and on 33 samples of recuperative or bacteria-
isolating patients. Inoculations from enriched
media were made I .8-20, 48 hours and 7 days
after cultivation, In 51 positive cases ino-

Altogether 90 positive results were obtained;
from the medium with 0.1+% sodium selenite,
positive results were obtained in 91.1% of
cases; from the medium with 0.2% sodium sele-
nite in 87 7% from MK medium in 74.4%, and from
broth in 5~.7~,. Inoculation directly on WB
medium produced 86.6% viability. Optimal
period for cultivation on MK medium was 5-8
