MEMORANDUM FOR: The Honorable William P. Rogers
The Secretary of State
1. You will recall that when I saw you on 9 April,
you asked that the Agency contribute anything it can to
a resolution of the problem posed by kidnapings overseas.
2. At a meeting of the United States Intelligence
Board the next day, I raised this matter with the Prin-
cipals in Executive Session, and it was decided to con-
stitute a special Inter Agency Task Force under the aegis
of the Chairman of the Technical Surveillance Counter-
measures Committee, F_ -1 This
Task Force has been meeting since then, and I assume that
you receive the results of its deliberations from Mr. Ken-
neth W. Knauf, who is assistant Director, Domestic and
Foreign Security Operations, Office of Security, Depart-
ment of State.
