MEMORANDUM FOR: (see distribution attached)
1. During the past several months a number of
officials involved in the Strategic Arms Limitation
Talks have commented most favorably regarding the
high-quality support they have, received from the
Agency. Typical of these is a recent note of
appreciation from Jan Lodal, Director of Program
Analysis, National Security Council Staff, for the
splendid work in which you participated in preparing
Secretary Kissinger for his recent round of SALT
discussions in Moscow, and thx, subsequent analysis
of the complicated issues tha-: grew out of these
discussions.
2. I want to add my own personal commendation
for the role you have played in producing consistently
high-quality work, often unde.; the most trying
conditions. You can take considerable satisfaction
from the fact that the work you do is among the
most important accomplished in Washington today.
I consider this the personification of the word
"professionalism."

from your SALT staff on a number of occasions. Our requests were
generated on short notice and required a rapid response. Much of the
work was related to our preparation for Secretary Kissinger's SALT
discussions in Moscow with the Soviet leadership.
Your SALT Support Staff headed b along with key
personnel in OWI, OSR and elsewhere in the agency, made an out-
standing contribution to our preparations for Secretary Kissinger's
visit and to our subsequent analysis of several issues which came up
in Moscow. I had the opportunity to review most of the analytical
material with the Secretary and he agreed the work was first rate,
particularly considering the short time. a"`,:lowed for preparation.
Please convey our thanks to all your per: onnel involved and express
