I as you will recall, is the
Presidential Directive concerning
communications security and was
earlier under revision to include
both communications security and
computer security. The DDCI was
successful in turning that around
so that a draft was prepared which
included only communications
security.

C/ISSG, advised
25X1
me early on 6 :February 1984 that
NSA has prepared a new draft of
and that it contains "all
25X1
the things we were against in the
earlier version.." Jim learned this
on 6 February from
C/OC/COMSEC.
L says his belief is that,
philosophically speaking, the new
draft may not be too bad for CIA,
but that it needs additional con-
trols put on the National Manager
(Secretary of :Defense) and on the
day-to-day manager (DIRNSA).

REMARKS
This is the new
OC/COMSEC.
I just got a call from Chairman/SECa (at 1703 hours
today) asking if CIA wants to bring u the
issue at tomorrow's SECOM meeting.
does not want CIA to bring it up because of the
17 January EOD meeting and because CIA hasn't got its
response ready. Chairman/SECi4 says he'll have some
other Agency bring up the matter.
DO NOT use this form as a RECORD of approvals, concurrences, disposals,
clearances, and similar actions
