COORDINATION OF SCIENTIFIC AND TECHNICAL INTELLIGENCE PRODUCTION

Pursuant to the provisions of Section 102 of the National Security
Act of 1947 and for the purposes set forth in paragraphs (d) and (e)
thereof, the National Security Council hereby authorizes and directs
that the policies and objectives below be established for the coordina-
tion of the production of scientific and technical intelligence.
1. Definitions
a. As used in this directive, the term "technical
intelligence" shall be deemed to mean intelli-
gence relating to weapons, and to other materiel
and techniques of warfare including military -
electrical communications which have been reduced
to known prototypes.
b. As used in this directive, the term "scientific
intelligence" shall be deemed to mean intelli-
gence relating to research and its implications
as to a nation's capabilities to wage war and to
the application of science in developments
relating to other materiel and techniques of
warfare including military electrical communi-
cations, before such developments have been
reduced to known prototypes.

2. In order to utilize the capacities and fix the responsi-
bilities of each agency in the field of.technical and
scientific intelligence in accordance with its mission's
dominant interest and capabilities, the following
responsibilities are allocated as indicated:
a. The Departments of the Army, Navy and Air Force
shall have primary responsibilities for the
production of technical intelligence relating
to military matters in the fields of their
dominant interests respectively.
b. The Central Intelligence Agency shall have primary
responsibility for the production of scientific
intelligence.
c. The Central Intelligence Agency shall have primary
responsibility for the production of technical
intelligence relating to (1) any field which
CIA is specifically requested to cover by the
Army, Navy or Air Force, as the case may be,
having a dominant interest in such field and
(2) any field within the dominant interest of
the Army-, Navy or Air Force for which such
Department may elect not to accept primary
responsibility after CIA shall have requested
such Department to provide technical intelligence
relating to such fields.

d. The Central Intelligence Agency shall also effect
coordination of technical intelligence relating to
the following fields and such others as may be
determined by the Scientific Intellir~ence Corittee,
provided for in DCI 3/3 issued pursuant to NSCIL) 3,
to be of dominant interest to more than one depart-
ment or agency or to be of ovcrlapping interest to
all such departments and agencies but of dominant
interest to none; namely, (1) atomic energy intel-
ligence; (2) electronics and electromagnetic radia-
tion intelligence; (3) chemical warfare; (ti) guided
missiles; (5) biological warfare, and (6) medical
science.
e. The Scientific Intelligence Committee, provided
under DCI 3/3 pursuant to NSCID 3, is ratified and
instructed to establish working ca,unittees as pro-
vided in DCI 3/3 with responsibilities as set forth
in paragraph 4 of DCI 3/3 in the following fields
of technical and scientific intelligence and in
such other fields as may be deemed necessary by
the Scientific Intelligence Committee, but particu-
larly atomic energy, electronics, guided missiles,
chemical warfare, medical science and biological
warfare.

f. For the purpose of providing for the coordination
of the technical and scientific intelligence
activities of the departments and agencies of the
Government., all raw and evaluated technical and
scientific intelligence collected or produced by
the departments and agencies in accordance with
the above assignment of responsibilities or
otherwise will immediately be transmitted to the
Central Intelligence Agency for correlation.,
evaluation and dissemination as provided in
Section 102 of the National Security Act of 191i7.
