MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD
SUBJECT : New Quarterly Supplement to DCID No. 1 / 3,
"Priority National Intelligence Objectives"
REFERENCE : ONE Memorandum for USIB, 30 September 1966
1. On 7 October 1966, all USIB members had approved the
attached new Quarterly Supplement to DCID No. 1/3, "Priority National
Intelligence Objectives, " which was submitted by the Board of National
Estimates in the reference. Accordingly, this new Supplement became
effective on that date, and supersedes the previous Supplement which
became effective on 1 July 1966.
2. Copies of this new Supplement will also be printed in the es-
tablished DCID format for dissemination to holders of the "Intelligence
Directives Handbook, " and for such other distribution as may be required.

QUARTERLY SUPPLEMENT
(Effective 7 October 1966)
FOREWORD
DCID No. 1/3, revised annually, is intended to serve as a stable
basis for long-term intelligence planning by identifying the most critical
intelligence problems deemed likely to persist over the next several
years. Such guidance must necessarily be expressed in relatively broad
terms.
The purpose of this Quarterly Supplement is to provide more
current and specific guidance within the context of DCID No. 1/3, by
calling attention to elements in the world situations which, within the
next six months or so, may require some adjustment of present intelli-
gence attention and coverage. The Supplement is intended to guide
short-term intelligence planning by anticipating changes in specific
situations which may justify some augmentation of effort. This Supplement
excludes situations or questions which are already explicitly listed in
DCID No. 1/3 as being of high priority. It supersedes all previous
Quarterly Supplements.

Quarterly Supplement
It is not the function of this Supplement to present a complete listing
of all matters of high intelligence interest. Like DCID No. 1/3 itself, the
Supplement presupposes that the bulk of the intelligence required for the
formulation and execution of national security policy will be the product of
normal. coverage pursuant to DCID No. 1/2.
This Supplement will be superseded by another in January 1967.
