On 4 February 1965, Assiltant L.egisl ative Counsel, and the undersigned met with James L. Hennessey, Exec - utive Assist&nt'to the Commissioner of Immigration and Naturaliza- tion Service to discuss CIA's proposed amendments to the I&N Act 2. Mr. Hennessey stated that it was his understanding that the Department of Justice and the Department of State had agreed that they would not submit any amendments to the President's Bill to change the I&N Act because they did not wish to prejudice its passage. He stated that both State and Immigration have proposed technical amendments to the Act but they will not do anything about these until after the Administration' s National Origins Quota Amend- ments are completed. 3. We went over the proposed CIA amendments with Mr. Hennessey and he stated that he did not feel the Service would have any great objections to any of the proposals, however, he did say it was possible that there might be some slight objection to the inclu- sion of all aliens employed by the U. S. Government receiYing the benefits of Section 216(b) . He said that he could see the secu ,ity need for removing the Agency's name and it might not be as big a problem as he thinks. 4. He further stated that he did not believe an amendment to Section 313 of the Act was advisable, especially at this time since the Congress appears to be somewhat jeal Hof its prerogatives and tht prerogatives of the Judiciary and would #r ` 1 y be opposed to per - mitting an official or officials of the Less five Branch to determine that any naturalization is in the interest tithe U.
