SUBJECT Interagency Memorandum: Turkey After
the US Arms Cutoff
1. Here is the result of our effort on Turkey. OCT and
OSR did CIA's drafting.
2. You may wish to consider sending a note, like the one
attached, with Dr. Kissinger's copy. Incidentally, Ambassador
Macomber will arrive this weekend in Washington for consultations
and, presumably, for some lobbying with Congress.
3. In view of President Ford's interest in this subject,
you may also wish to aski to carry a copy along
tomorrow morning. The NID could perhaps also publish some of the
memorandum after a day or two.
4. I shall keep copies #1 and #2 and hold back dissemina-
tion of all others until I hear from you.
