Goulder, Albrect and Solat preparing the attached paper on COINS. Also attached is the letter of 25 September 1973 from Adm. Anderson, PFIAB, to the DCI and Dr. Hall which is the immediate reason for preparing the attached draft report on COINS. 2. George Hicken will be at the ASD(I) office this morn- ing to review this draft and provide some attachments. I will receive a copy of his input. 3. Dr. Albrect has just advised me by phone that Dr. Hall is in general agreement with this draft. He also advises that Hall would be?,?quite willing to have the final version of this paper either a joint DCI/ASD(I) presentation or as a report from ASD(I) as Executive Agent. Your decision is required on this. 4. I am sending copies of'this memo tol and Chuck Briggs. I am asking that both of them be prepared to make any comments to you they desire tomorrow (Tuesday). 5. Today I will be writing a draft of a DCI statement which will dovetail with the attached paper and amplify certain points that I think the DCI should be making. Red Morrison phoned me last evening on behalf of Dr. Hall. He asked if a letter would be favorably received nominating Norm Solat as ASD(I) representative in the USIB Intelligence Information Handling Com- mittee. The proposed letter also reports that Solat and have been working continually to develop a COINS plan and ASD(I) participation in IHC would be helpful and a demonstration of further cooperation. 2. I think highly of Solat's capabilities. He has been cooperative and effective. I would be happy to continue to work with him. 3. 1 told Morrison that I would consult my chain of command. My personal view is to favor this. Since IHC is not typical of the substan- tive committees, this would not have to be seen as a precedent for ASD(I) participation in those other USIB activities, and a favorable response to Hall could make this point if necessary. 25X1 4. To illustrate, I think IHC is the proper forum to oversee the continuing work of the present Data Base Working Group, chaired by Solat, with participation by State, CIA, NSA, DIA and NPIC, and on which I am the DCI representative. This group is concerned with the community-wide re- view and improvement of files for COINS. As we get to asking the harder questions as to the importance of such files as AEGIS and SOLIS to poten- tial analyst users, we are going to run into some very strongly held agency views on control of their materials and limitations on sharing. I think these questions should come from a traditional USIB mechanism that is more substantively oriented rather than a Working Group directly... under ASD(I). 5. Another possibility: I think that if we can tie the possible use of consultants under a USIB committee wing, we run less risk of ASD(I) operating unilaterally. Moreover, IHC has in the past been heavily involved with the USIB Security Committee in working on computer security. I think we should use these means to get Hicken under better control on this subject. 6. Substantively and cosmetically, I think this makes sense. What may I tell Morrison? Norm Solat came to my office Friday afternoon, at his request. We talked about the necessity for our working very closely in the development of the overall COINS plan. He acknowledged that ASD(I) has a very long way to go in putting this together--the "architecture" as Foster called it at PFIAB. 2. With this burden on his mind, Solat expressed great interest in participating in USIB/IHC, and seems to have jumped to a conclusion that the IHC would be a useful forum for this problem. 3. I responded that Solat should not press this subject at our level. -I: explained that this is a policy matter for the DCI and Dr. Hall, and that I must be careful not to muddy the waters by an ad hoc action in the IHC which could establish a precedent that the DCI might not wish to follow. 4. However, I told Solat that I had a second title--Infor- mation Handling Coordinator, IC Staff. I suggested that Solat and I should focus our present efforts on developing the "architecture", and after we have the problem organized, we could look at what needs to be done and decide what is the most effective and politically appropriate packaging for those tasks. "architecture" of COINS. 5. Solat says that Goulder's-people are working on their presentation to IRAC, which they anticipate will be called for around mid-October.
