SUBJECT : Agency Response to State Department Draft on
PRM 28 - Hunan Rights
1. For your information, I attach at Tab A the State Department
draft defining our policy on human rights in response to PRM 28.
Deputy Secretary Christopher has requested our preliminary reactions
and suggestions by COB today, 17 June.
2. At Tab B I attach our general comments and specific textual
changes which I am sending to Deputy Secretary Christopher's office
this afternoon in order to meet his deadline. This response is the
result of the work of a task force which I chaired of representatives
of ORPA, DDO and NIO offices. Deputy Secretary Christopher will be
calling a meeting of the PRM working group next week at which will be
considered all the suggestions for change in the State draft which
have been submitted by the agencies and departments involved. I
would expect a second and revised State draft to emerge from this
meeting. I would welcome any comment that you andyour principals
might wish to contribute at this stage in the process.
