Approved For Release 2004/12/17 : CIA-RDP75B00380R000100060028-9 V El 1- 5 t1 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Monday - 29 October 1973 25X1 25X1A 25X1A 25X1 1.1 Met with Guy McConnell, Senate Appropriations Committee staff, and discussed with him the problem involving appropriations to cover the Agency's pay increases, particularly Ralph Preston's, House Appropriations Committee staff, suggestion that perhaps the Senate Committee could restore the to our FY 74 budget if it should become necessary. McConnell said he appreciated Preston's position on this (i. e. , the consistency r~X1 of having all pay increase money in the but he wasn't 297C"TA certain that it was essential that all pay increase money be in the su lemental. McConnell noted that the House Committee was not due to report the until 29 November, even though they are presently marking it up, but said he would get together with Preston as soon as possible to resolve the matter. McConnell obviously is not anxious to commit his Committee to restoring money to the which has been cut by the House, but he said in any event we could be certain that the would and left with him an Agency publication on Soviet weapons programs. be in one bill or the other. I briefed McConnell on our plans to establish 25X1A 296~~ 2".1 Left with Dave Dorsen, Senator Ervin's Watergate Committee, the several documents which we have given to our own Committees making corrections in the record of the testimony given before these Committees in their Watergate hearings (corrections in Howard 25X1A Osborn's affidavit of 9 May 1973, 9 May 1973), and 25X1A line 18 of the same earing)). Dorsen asked me if I had seen the Andrew St. George article in the current issue of "Harper's" magazine. I said I had not and he said he thought I would be interested in it since it contained some rather interesting theories (presumably with respect to the Agency and the Watergate matter). I said St. George had some interesting theories on a number of subjects and I would indeed take a look at the article. Approved For Release 200 ,/0 ~IA-RDP75B00380R0001000600 .W, 4/10/2003
