1.1 Met with Guy McConnell, Senate Appropriations
Committee staff, and discussed with him the problem involving appropriations
to cover the Agency's pay increases, particularly Ralph Preston's, House
Appropriations Committee staff, suggestion that perhaps the Senate Committee
could restore the to our FY 74 budget if it should become necessary.
McConnell said he appreciated Preston's position on this (i. e. , the consistency r~X1
of having all pay increase money in the but he wasn't 297C"TA

McConnell noted that the House Committee was not due to report the

2".1 Left with Dave Dorsen, Senator Ervin's
Watergate Committee, the several documents which we have given to our
own Committees making corrections in the record of the testimony given
before these Committees in their Watergate hearings (corrections in Howard 25X1A
Osborn's affidavit of 9 May 1973,

line 18 of the same earing)).
Dorsen asked me if I had seen the Andrew St. George article in the
current issue of "Harper's" magazine. I said I had not and he said he thought
I would be interested in it since it contained some rather interesting theories
(presumably with respect to the Agency and the Watergate matter). I said
St. George had some interesting theories on a number of subjects and I would
indeed take a look at the article.
