PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Amory,

Mr. Dulles:
Asked DD/P and C D/I to prepare a coordinated paper for
his use at the NSC Meeting on Thursday, 28 October, on the
subject of "reported lessening of Soviet tensions".
Mr. Wisner:
Reported that the School of Advanced Studies intends to
hold a seminar on world-wide labor problems and said it would
be possible for CIA to be represented. The Director stated 25X1
we should take advantage of this and noted it might be well
for to attend, However, if it is deemed in ro riase
for him to go for security reasons, we could send
Colonel White:
a Reported on CIA contributions to this year's Community
Fund and noted we were behind last year's effort. The Director
asked those present to do all they could in their respective
areas to increase contributions and prevail upon more people
to participate. Colonel White undertook to get in touch with
Personnel, Training and Commo.
b. Reported in view of the fact that the Clark Committee
wishes to keep in its offices classified material, he had
authorized Colonel Edwards to provide 24-hour guard service.
The Director approved.
co Reported that preliminary hearings with the Bureau
of the Budget on our '56 Budget would begin on Wednesday,
27 October, and General Cabell would kick these hearings off.
Colonel White suggested that D D/I and DD/P attend the above
meeting now scheduled for 10:00 a.m. The Director approved
and stated we would hold the Deputies' Muting at 9:00 a.m. on
that date,
