1. Attached are the Adjudication Guidelines which are
to be published as an Annex to DCID 1/14. The Guidelines
have received unanimous concurrence of the Security Committee
and the approval of the DDCI for presentation to the NFIB
(see copy attached).
2. It is requested that you provide the Adjudication
Guidelines to NFIB members for comments and concurrence 25X1A
in their adoption and publication as an Annex to DCID 1/14.

Annex A to DCID 1/14
1. Action Requested: Your approval to seek NFIB
concurrence 3o` the publication of the Adjudication
Guidelines as an annex to DCID 1/14.
2. Background: In the interest of uniformity through-
out the Community in the matter of adjudicating personnel
security standards for access to compartmented intelligence,
the Security Committee has prepared guidelines which are
intended for publication as an annex to DCID 1/14.
3. Staff Position: The Security Committee unani-
mously recommends adoption of these guidelines.
4. Recommendation: That you approve transmission
of the attach e Adjudication Guidelines to NFIB members
for comments and concurrence.
