i12r. ------------, from the Committee on Foreign Relations, reported the fol-
lowing resolution; which was

Resolved, That there is hereby created, effective at the
beginning of the Ninetieth Congress, a committee to be
known as the Committee on Intelligence Operations to con-
sist of nine Senators, of whom three shall be appointed by
the chairman of the Committee on Appropriations from
among the members of that continlittee, three shall be ap-
pointed by the -chairman of the Committee on Armed Serv-
ices from among the members of that committee, and three
shall be appointed by the chairman of the Committee on
Foreign Relations from among the members of that com-
11 mittee. No more than two of the members appointed from
12 each such standing committee shall be from the same political

1 party. The chairman of the committee shall be elected by
2 the members.
3 SEC. 2. It shall be the duty of the Committee on Intelli-
4 hence Operations to keep itself fully and currently informeri
5 of the activities of the (ventral intelligence Agency, the De
6 fense Intelligence Agency, the Bureau of Intelligence and
7 Research of the Department of State, and other agencies o
8 the Government insofar as the activities of such agencies relate
9 to foreign intelligence or counterintelligence. The corrullit-
tee's duties shall include, but not be limited to, review of in-
the Senate, to hold such hearings, to require by subpena or
16 ,times during the sessions, recesses, and adjourned periods of

14 .. SEC. 3. The coirunittee, or any duly authorized subcom-

telligence and counterintelligence activities and legislative
oversight of the coordination of such activities among the

19 tion of such books, papers, and documents, to administer such
20, : oaths, and to take such testimony as it deems advisable.
SEC. 4. A majority of the members of the committee,

23 the transaction of business, except that a lesser number, to be

fixed by the. committee, shall constitute a quorum for the
20 purpose of taking sworn testimony.

I SEC. 5. The committee Is authorized to utilize the serv-
2 ices, information, facilities, and personnel of the various de-
3. partments and agencies of the Government.
4 SEC. 6. The committee shall take special care to safe-
guard information' affecting the national security.
