Keny : President Kenyatta appears determined
to destroy the political position of the dissident fol-
lowers of pro-Communist former vice president
Odinga.
Yesterday he called for an emergency session
of parliament to consider a proposal that legislators
who quit the government and party should be required
to resign their parliamentary seats and seek a new
mandate from the electorate. This would affect some
30 members of parliament, including Odinga, who
were elected under the aegis of Kenyatta!s party.
Kenyatta can almost certainly muster enough votes to
pass the necessary constitutional amendment.
Later yesterday the battle lines were drawn
tighter when Odinga announced that he had assumed
leadership of a new opposition party, the Kenya Peoples
Union (KPU). Kenyatta may also refuse official recog-
nition to the KPU in order to deny the Oding a forces a
legitimate platform and rallying point.

Congo (Brazzaville): Political infighting in the
radical Brazzaville regime has culminated in the long-
rumored resignation of Premier Pascal Lissouba and
another cabinet reshuffle. The government changes
came as a result of pressure from the Central Com-
mittee'of the country's single party, and may fore-
shadow a more collegial direction of Brazzaville's
tangled affairs. [T_ he Central Committee reportedly
blamed Lissouba--a technician without an independent
political base--for the country's worsening economic
situation.IF-
