Communist China: More disclosures of changes
in the party leadership have been made.
Announcement of a long list of high officials at-
tending a meeting of Afro-Asian writers on 9 July re-
vealed that the party's propaganda chief Lu Ting-i has
been sacked. It also showed that two new members
have been added to the Secretariat, the powerful body
responsible for running the day-to-day affairs of the
party.
One of the new members, Tao Chu, was said to
be new head of the party's propaganda department. The
ambitious boss of the party's Central-South Bureau,
Tao had become a nationally prominent figure during
the past three years. He can be expected to deal harshly
with intellectuals and cultural figures in his new role.
In a speech last year he defended the right of the regime
to "bury the scholars alive," as China's ""first" emperor
had done 2,000 years ago.
Tao's recent status was in some doubt, as he was
out of public view from 4 April to 2 June, a period of
intense political infighting among top leaders. For a
time, press and radio media under his control were
out of step with the developing attacks that led to the
downfall of politburo member Peng Chen publicized in
early June. Tao may at first have been uncertain about
the outcome, but apparently decided to back the forces
behind the ouster of Peng Chen soon enough to be re-
warded for his role.
The other new member of the Secretariat, Yeh
Chien-ying, is a senior military figure who has spec-
ialized in military training activities. In the past the
Secretariat has had only one military member, and
that man has been the chief of staff. Yeh's appoint-

ment suggests that he has replaced Chief of Staff Lo
Jui-chin on the Secretariat.

Congo-USSR: TThe Mobutu regime may soon per-
mit the reopening o the Soviet Embassy in Kinshasa
(formerly Leopoldville)
[The embassy was closed on Congolese orders in
196 The Soviets have not approached the Congolese
directly to ask that it be reopened, but the Czech and
Polish embassies in Kinshasa apparently have been
putting out feelers on their behalf]
Permission to re-establish a Soviet presence
would be in line with Mobutu's general effort to appear
less pro-Western in order to win wider support in the
Congo and elsewhere in Africa.

Malaysia: The brief but destructive attack by a
small group of leftist Chinese demonstrators on the
US cultural center in Kuala Lumpur yesterday is the
most serious anti-American incident to date in Malay-
sia. The demonstration protesting US Vietnam policy
probably was sponsored by the Labor Party of Malaya,
which is predominantly Chinese and the most radical
of the small recognized leftist parties in Malaysia. It
does not indicate a change in the generally favorable
public and official attitude toward the United States.
