Jordan: Quiet prevailed in Jordan yesterday, but
the undercurrent of unrest remains strong.
Antiregime leaders on the Jordan West Bank have
announced plans to hold a "popular conference" in
Jerusalem on 5 December to "study the national situa-
tion. " Although this could be a means to convey popu-
lar dissatisfaction into orderly channels, the likeli-
hood is that its leaders will use the conference to
exacerbate the situation.
Both Syrian and Egyptian propagandists continue
to denounce the Jordanian Government. The radical
Baathist regime in Damascus has called for the forma-
tion of a "progressive front" in Jordan to overthrow
Husayn by means of a "war of liberation. "

USSR: The Soviets are having unusual difficulty
deciding on the guidelines for their 1966-70 economic
plan.

publis a last February. In April, Premier Kosygin
said publicly that it "must be ready in four or five
months" for final approval by the Supreme Soviet.
However, that body's meeting in August did not take
up the plan. Moscow has announced that the Supreme
Soviet's next meeting, later this month, will approve
only the 1967 part of it.
