1. This paper describes the essential comments from
the intelligence community in response to your 12 April memo-
randum for USIB principals. These comments finally became
available last Thursday (a week late); since then my people
and I have been negotiating with representatives of other
agencies in an effort to meet their concerns. I believe we
have been successful, and I attach the "Memorandum on Pro-
cedures for the National Intelligence Daily" (Attachment 1)
that has developed out of these negotiations, as well as the
agencies' comments themselves (Attachment 2).
2. I believe that we should proceed with the new publi-
cation, accepting the recommendation from General Keegan that
there be a review six or so months hence. I therefore recom-
mend that you direct us to either:
-- institute the new publication regime forth-
with, and that you inform the NFIB principals at r
the next NFIB meeting of your action, thanking them t3
for their help and assuring t em'of our desire to
meet their needs to the extent we can;
-- or delay beginning the new publication
regime until after you have had an. opportunity to
hear the NFIB principals express themselves in a
board meeting.

Publications
We would prefer the first option, but recognize the possible
psychological value of allowing an opportunity for a venting
of views.
3. The agencies' essential comments, and what we have
done to deal with them, are as follows:
a. DIA concurred in the proposal, and General
Tighe recommended that a working group be formed
to draft a memorandum. of procedure. We met on
4 May with a working-level delegation from DIA on
the draft of such a memorandum and reached a mutu-
ally satisfactory understanding, incorporated in
the memo I have attached.
b. State is troubled that the degree of coor-
dination we originally asked of them would require
INR to devote additional resources to current inter
ligence (e.g., they would have to put some people
on shift after 1700 hours weekdays and on Sundays).
I have assured Marty Packman, launders' c`~eputy for
current intelligence, that we are not, for the pur-
pose of this "streamlining," asking them to do any-
thing they are not already doing. The statement we
intend to publish on the masthead of the new daily
takes account of State's immediate concern.
C. NSA concurs in your proposal, and makes a
technical suggestion that we. have agreed to adopt.
d. Treasury concurs in your proposal, and has
some technical suggestions which would be helpful
to the Secretary's briefing officers. I have dis-
cussed this with them, explaining which of their
suggestions are feasible for us to adopt at this
time and which we will have to look at as we go.
Bill Morell sent along a number of additional sug-
gestions he personally has made on previous occa-
sions; we continue to do what we can to meet several
of them and to discuss the others.

money;-but, like the Arniy, is concerned by the loss
of-graphics. General Keegan recommends a review
in six-months. As noted above, `I recommend that
y?ou,.adopt this suggestion. The Air Force's (Acting)
Assistant Secretary for Research and Development
commented independently; his suggestions do not
appear practicable at this time but will be kept
in mind.

MEMORANDUM ON PROCEDURES
FOR THE
NATIONAL INTELLIGENCE DAILY
1. Preparation -and-Coordination
1. The,,Ni.D,._iric ,.u4ing., its cableversion, will be
produced-by?the Office of Current Intelligence in CIA.
The content of each day's NID will be discussed at a
morning planning meeting; a list of proposed articles
will be given to DIA`State, and'NSA.
2. Current reporting items for the NID will be
prepared in CIA and,. except for late items, coordinated
with A~S'State,_ and NSA. Draft texts will be made
available to all agencies in as timely fashion as
possible.
3. The author will attempt to coordinate fully the
current reporting items, but if this is not possible,
differing views

and every effort will be made to ensure.that the reader

4. The publication of current reporting items

5. Any. agency of the community may suggest topics for
current ., reporting. coverage and may be requested to prepare
texts.
6. So-called."feature" items, carryinga by-line, may
be ,.submitted to the 'NID from any agency o-f the commux&j.ty,
on the understan ing- f-hdt --these 'ite-t will be subject to
the same editorial scrutiny and processing wherever they

be disseminated to named principals, and will be retrieved

2. The Top Secret Codeword cable version of the NID,
including an ORCON supplement for the use of. Washington head-
quarters elements under the ORCON guidelines, and other sensi-
tive source supplements as needed, will be disseminated elec-
trically to points to be designated by the receiving agencies.

The.recipients are understood to be free to make whatever
departmental use of this cable is consistent with "need to

1. I have recently conducted a review of the current
intelligence publications produced in CIA. This review has
involved a close look at the need for individual publica-
tions as well as their format and production costs. As part
of this process a representative from my office of Current
Intelligence has consulted with the principal production
officers in DIA, State, and NSA.
2. My findings indicate that the daily intelligence
needs of our main consumers can continue to be well served
and that a substantial savings of several hundred thousand
dollars can be realized by discontinuing the National Intel-
ligence Bulletin, the procedures for which were established
in the re rence documents. In its place, I propose to meet
departmental needs by producing a cabled version of the
National Intelligence Daily.
3. More specifically, I propose that the NID become a
fully coordinated publication. Late-breaking news items
that cannot be coordinated will be so identified. As at
present, drafting will be handled by CIA; DIA's Defense
Intelligence Notices and other departmental intelligence pub-
lications will be used as the basis for some drafts. In
addition, DIA, State, NSA, and CIA will be invited to submit
feature articles. The feature articles will give attribution
to the author and his organization and will be coordinated in
substance. We will continue to require the services of repre-
sentatives from the participating agencies to facilitate the
coordination process and to speed the exchange of substantive
information.

for producing the National Intelligence Daily
and- eliminating the National Intelligence

Bill offers you two options for implementing
this arrangement: one is to go ahead without
a discussion at a USIB meeting; the other is to
discuss it at a meeting before we implement.
Because these arrangements have been
fully coordinated. with the people involved, I
see no. reason for a pro forma rehash at USIB
and for the delay involved in waiting for such a
meeting. Therefore, I recommend you approve
the procedures described in attachment 1 and
instruct Bill to implement them as so S.
