Subj: Necurity Agreement Natl Re con Program
....wktg regard to command relationships of DCI, D%NRO, and DD/R, mentioned
in paragraph 2of your memorandum, as authorized in paragraph 7 of the basic
Agreement, the writer will act as the Executive Agent for the DCI dealings with
the NRO. The DD/R will also be Program Director of the NRP projects managed
by CIA.
Approved of the approach to setting up, security controls for NRO and suggested
that D/Sec begin to establish the proposed/Special security Control Center
Seclr t'y Policy Unit and the
within the Office of the Director of Security, in order to carry out the CIA
responsibility for security as outlined in para 3 of the 2 May 1962 agreement:
"In accordance with the basic responsibility of the Director of Central Intelligence
for protection of intelligence sources and methods, CIA will establish security
policy for the NRP, including provision for a uniform system of security control
and appropriate delegations of security responsibility."
