(Tab 1) As you know, a number of activities are underway regarding this topic including a briefing being prepared for the CFI for presentation on 14 May which will address the two most recent Soviet anti-satellite events. As you know, the subject of U. S. satellite vulner- ability and the evolving Soviet anti-satellite threat is of great concern to me and to the rest of the Intelligence Community. The interim observations of Dr. Buchsbaum's Panel in this regard are in general accord with the estimates and conclusions of similar Intelligence Community assessments conducted over the last year. Currently, an extensive effort is underway to attempt to place these assessments in perspective and to assess the likelihood of Soviet inter- ference with U. S. space systems under various crisis situations. This effort is scheduled to be reported in an Interaaencv Intelliaence Memor_ nndum t-h i s siimmar _ Tf- will 25X1 D 25X1 2. As pointed out in Section II of the Panel's report, existing national policy guidance concerning U. S. response to satellite interference, U. S. satellite survivability posture, and operations in space in general, needs to be reassessed in light of our current and planned utilization of space as well as current intelligence assessments. In any event, any action we take in this regard may result in major resource, system performance and political implications. These implications must be carefully considered in the development of future policy guidance. The Committee on Foreign Intelligence has discussed this issue and will address those aspects affecting the Intelligence Community, including the types of near-term actions which appear appropriate. 3. As I understand, Dr. Buchsbaum's Panel plans to continue to address this topic with an anticipated completion date of early fall. The Intelligence Community will continue to support the efforts of the Panel in the coming months as we have in the past. We look forward to the recommendations and insights the Panel will provide.
