Approved For Release 2004/05/13 : CIA-RDP91-00965R000200160020-0 7 AUG 1958 MEMORANDUM FOR: Director of Central Intelligence VIA: Deputy Director (Plans) Chief, Psychological and Paramilitary Staff Briefing of Senate Armed Services Committee on Radio Liberation Purchase of Surplus Megawatt Transmitter 1. This memorandum is for information only. 25X1 25X1 3. At the request of CIA the General Services Administration has agreed to make available to Radio Liberation two of eight 500 KW transmitters declared surplus by USIA in 1954. Other governmental clearances for this purchase include: a. Recommendation of the Technical Panel for International Broadcasting on 7 June 1956, to the Operations Coordinating Board for the release of these transmitters to Radio Liberation. b. Approval by the Operations Coordinating Board to the General Services Administration on 19 June stating "the departments and agencies represented on the. OCB have approved a request for the release of a short wave megowatt transmitter, now held as excess in the custody of GSA, for use by a private U. S. International broadcaster. .... ". It should be noted that the United States Information Agency specifically participated and concurred in the recommendations of the Technical Panel for International Broadcasting and the Operations Coordinating Board. 1 Approved For Release 2004/05/13 : CIA-RDP91-00965R000200160020-0 Approved For Release 2004/05/13 :I1-009658000200160020-0 25X1 4. The General Services Administration on. 28 July 1958, reported its proposed sale of these transmitters to Radio Liberation to the House and. Senate. Committees on Government Operations which the law requires. The Senate Government Operations Committee referred the matter to the Senate Armed Services Committee, the Senate Foreign Relations Committee, saying it would not approve the purchase without the concurrence of these two committees as well as a statement from USIA that it could not use the equipment. 6. A sterile memorandum. is attached which could, if you wish, be left with the Senate.
