The individual Laender agencies are subordinate to the.-State Se-
curity Ministry in Berlin. The heads of the agencies at Laender
level, hold the rank of Chefinspekteur, the chief for Land Branden-
burg being Chefin/pekteur Gartmann, residence Potsdam, Schwanen--
al.lee. His deputy is Inspekteur Kiefel, who, like many others as-
signed to the SSD in Potsdam, lives in Schwanenalleeo

2. The 551) in Potsdam is composed of various sections, a breakdown of
which is given below. In addition, there are 23 agencies In the
county seats and the larger cities of Land Brandenburg. Approxi-
mately 140 members are employed in the Potsdam headquarters, in-
cluding a guard detachment and vehicle drivers. Of this - number.
between '70 and 80 are operational staff members, while 20 are ac -

The Perjonne.l, Survei.l.lance Section is concerned with screeninip and.
informing on all civilians under suspicion. in the implementation
of this 'task the SSD employs full-ti+e informers who may divide
their .time between factory surveillance and. the execution of par-
ticular surveillance tasks. These informers are provided with false
employment documentation by the SSD.

the mail, replacing the former Russian control officers. As a conse-
quence letters from or to West Germany or West Berlin hardly ever
carry the Soviet censor's stamp. although all such mail is screened.
The screening is done either through opening the letters with steam
or by the use of ultra-violet light. The women employed by the SSA?
at the 'Min Post Office in Potsdam send all suspicious letters to
Polizeirat Krug, chief of the section. Krug may then send the let-
ters on to Chefinspekteur Gartnann for further inspection. The let-
ters are then forwarded after copies have been made.
The Arrest and etention ec icon is responsible for all arrests, the
only exception being immediate arrest on the scene of the crime.
For the most part.county police officers are used to make the arrests.
The individual investigations up to the time of arrest are handled by
the separate responsible sections but. after the arrest has been made,
the entire matter passes into the hands of the Arrest Section . The
fro on eoj closes out the investigation, prepares a final
report and passes on to the court the bill of indictment after the
prosecuting attorney has started arraignment proceedings and obtained
a confirmation of the accusation. To date no in- 25X1
stance of a final court decision being taken, giving rise to the as-
sumption that the SSD prefers to drag the inve out-end tieations essl.y
rather than to pass the case on to the court. how-- 25X1

Arrests may be ordered only by Gartmann or Kiefele The Soviet
authorities may interrogate the accused for several hours or, oc-
casionally, for a day, but the arrested are always brought back to
the SSD, and only very seldow do the Russians pass sentence on the
prisoner. Judicial warrants of arrest are never brought in. A case
in point is that of the Potsdam lawyer Schleusener, who was not ar-
rested by the Soviets, but by the SSD, the entire matter being handled
secretly.
