SUBJECT: Briefing for Mr. Robert Boyer, House Foreign Affairs
Committee staff, Concerning Opium Traffic in Burma

with Mr. Robert Boyer, House Foreign Affairs Committee staff. This
meeting was a followon to last Thursday's luncheon meeting between
Mr. Krogh and Mr. Minnick, of the White House staff, and Dr. John Brady
and Mr. Boyer, of the Committee staff, where Mr. Krogh apparently
briefed Brady and Boyer in part on current information from Burma.
I covered the current routes being utilized, prices over the last
year, tonnage shipped this year and last and complaints of traffickers in
Burma concerning price levels and stocks. Mention was made of the
probable effect of interdiction of routes in Thailand and other enforcement
measures on the current prices and stocks. Mr. Boyer raised many
questions on the details covered by and at the end asked if any
information is available that can be given to the Committee concerning the
source of weapons that come into Burma in return for the opium and opiates
shipped out: "Opiates out, guns in. " It was stated that in general after
more than 20 years of war in Indochina, supplies of guns would probably
be readily available in the quantities indicated. I told Mr. Boyer I would
relay the question and be back in touch with him.
