Peru: The ouster of General Ricardo Perez
Godoy on 3 March from his position as head of the
military junta and the Peruvian Government may be
followed by a decree outlawing the leftist, anti-Com-
munist political party, APRA, a move which APRA
spokesmen have said they would meet with violence
and possibly revolution.
The military leaders' aversion to serving under
a government dominated by APRA precipitated the
military coup that negated the elections of June 1962.
Perez Godoy's reluctance to outlaw APRA in spite
of severe pressure from his fellow junta members
caused a serious dispute within the junta in January.
Perez Godoy's ouster apparently was triggered by
the National Election Board's validation on 1 March
of APRA, candidates for the 9 June election.

(Non-Communist confederation leaders had hoped
the unlimited strik

earlier to avoid a showdown at this time but decided
that the feeling among the miners favoring a strike
is too strong to be put off. The Communist-led
General Workers' Confederation, the largest of the
three, had originally called a 48-hour strike to end
on 3 March, but his now thrown its weight behind
he government has refused to meet the miners'
dern ds for an 11-percent wage increase, hoping
to hold the line against rising prices and inflation. 25X1

ernment-run enterprises where wages lag behind
those in private industr

NOTES
USSR: There are indications that the major
reorganization launched last November to strengthen
party control over industry and agriculture is run-
ning into trouble. Some provisions of the reorgan-
ization were rescinded by an edict of the Presidium
of the Supreme Soviet on 22 February. Also, im-
portant new administrative positions created by
last fall's changes have still not been filled. These 25X1
signs ma indicate disagreement within the leader-
ship.

government has decided to make a formal request
during the San Jose meeting of presidents for as-
sociate membership in the proposed Central Amer-
ican Common Market, By this move, Panama ap-
parently wishes to give an appearance of being co-
operative without compromising. its long-standing
claims to special economic and political status.
