Europe -US: (There is a strong body of opinion
in Common Market circles which holds that the fu-
ture course of the European Community and its re-
lationship to the US cannot be determine until the
nuclear weapons issue. has been settled.
Ambassador Tuthill in Brussels reports that
most of his European contacts feel that De Gaulle's
drive for a French national nuclear force symbol-
izes the general's desire for a Europe organized
along nationalist lines which would gradually aban-
don its dependence upon the US for security. A
clear majority of these contacts oppose this concept
and see many dangers in French acquisition of an
independent nuclear force.
. 6uthill has noted widespread skepticism re-
garding a NATO multinational nuclear force which
is regarded largely as a rearrangement of what
already exists. While the idea of a purely Euro-
pean nuclear force closely linked with the US has
a number of adherents, there is a growing aware-
ness that implementation of such a concept requires
a greater a

Angola: Angolan nationalist leader Holden
Roberto faces increasing disaffection within his mil-
itary organization
Roberto's Western-oriented Union of Angolan
Peop es . (UPA) has failed to provide sufficient food
and munitions for approximately 1,000 men who have
trained in the Congo at Thysville, 90 miles southwest
of Leopoldville. The shortages may demoralize
Roberto's militants to the point of making them more
receptive to union with the rival Popu r Movement
for the Liberation of Angola (MPLA
he UPA's failure to find transportation. for
appro mately 100 tons of Algerian arms stored in
Tunis has lent credence to an MPLA rumor that
Algerian Premier Ben Bella has repossessed the
arms and intends to switch his support to the MPLA.
In. spite of the Adoula government's repeated prom-
ises of weapons, few' have been received.

NOTES
Sino-Soviet Relations: Peiping has apparently
decided to accept the Soviet proposal that bilateral
negotiations on the Sino-Soviet dispute begin in mid-
May. The Chinese Communists will send a politburo-
-level delegation to Moscow, according to a Commu+-
nist editor in Hong Kong who has, just returned from
the mainland. Peiping has publicly reiterated its
positions in the Sino-Soviet dispute on several occa-
sions since the Soviet proposal was made and is
likely to hold inflexibly to its fundamental views in
the forthcomin a
USSR: The Penkovsky treason trial will appar-
ently begin in Moscow in the near future. TASS
announced on 17 April that the case of Penkovsky
and the British subject Greville Wynne, his alleged
accomplice in spying for the West, has been turned
over to the military collegium of the USSR Supreme
Court--the court of first instance in treason and
espionage cases. The fact that a British subject is
to be tried with a Soviet citizen may indicate that a.
public trial is in the making.
