MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Morale in the DD/P Area
1. I feel obliged to call to your attention What I consider to
be a serious state of morale among personnel in the DD/P area. This
Week alone I have had two different independent reports by two offi-
cers for whom I have respect. These officers have indicated that
they and others at their level are giving serious consideration to
leaving the Agency. In neither case were personalities involved.
These officers Were not critical of individuals as much as the
general situation. So that personalities will not become involved,
I would prefer to identify these officials simply by stating that
one was from the level of Division Senior Staff Chief and the second
from the Branch Chief level.
2. Most of the specific criticisms which these individuals
presented are identical to those previously reported on. These
criticisms can be summarized as follows:
a. Lack of caamand and leadership;
b. Ill-defined delegation of authority and responsibility;
c. Overlapping and duplication of functions;
d. Waste of manpower and money;
e. Operations on a personal rather than a professional
basis.
3. It is significant to note that both of these officers indi-
cated their concern of a McCarthy investigation and indicated their
worry of What such an investigation might reveal, and its effects
on the future of the Agency.
