NEW PETROLEUM REFINERY UNDER CONSTRUCTION
LIN-HSIANG, CHINA
1. A petroleum refinery has been observed under construction
at 29-31-OON 113-32-00E, approximately 5 nautical miles nm west-
northwest of Lin-hsiang, China, on photography
The rail-served refinery is only partially opera
a ut, w en complete, it will be among China's ten largest
refineries. The Chien-chiang Oilfield is` located 60 nm north-
northwest of the new facility.
2. The refinery is being built in a series of natural
valleys. It is adjacent he Lin-hsiang Regional Strategic POL
Storage Area and is served by the Wu-han to
Chang-sha ra ine. is is the first refinery ever observed
being built at a regional POL storage facility.
3. The refinery consists of a main and, secondary processing
area, a housing and support area, a rail transloading and holding
yard, and a classification yard.
4. The main processing area consists of a multistage crude
distillation unit which may be complete and-a probable cracking
and probable vapor recovery unit. Two unidentified associated
units are under construction. Other associated facilities
include a forced-draft cooling tower,?a water processing unit,
and a large steam plant.
5. The secondary processing area is in two valleys adjacent
to the main processing area. At least six processing units are
under construction, but their exact function cannot yet be
determined.
6. The housing and support area, adjacent to the main
processing area, consists of approximately 450 buildings including
administration buildings, warehouses, workshops, and a large
workers housing area. Several open storage yards are dispersed
throughout the area. The rail transloading and holding yard is
adjacent to the housing and support area.
7. The Chinese have also been expanding their petroleum
refinery capabilities in of e in southeast China. Ching-men
Petroleum Refinery a new large crude oil refinery,
has been P-nti Fi 1-71 -1 -n e Province.* In addition, Chien-chiang
Oilfield the only known oilfield in southeast
China, has een near y ci!o~bbled in size.** A large bunkering pier
was under construction on the east bank of the Yang-tze River at
29-34-30N 113-16-10E. The Yueh-yang POL Storage Facility PUG
1 is adjacent to the pier.
