Congo: Prime Minister Adoula resigned yesterday,
as was required when the legal mandate of his govern-
ment expired on 30 June.
President Kasavubu, however, asked Prime Min-
ister Adoula to stay in office until the two-week con-
stitutional referendum is completed. The constitutional
status of his government now is cloudy.
Adoula's resignation, even though pro forma, has
provoked a new spate of rumors that Tshombe is to be
named premier. There is as yet no hard information
that Kasavubu has decided against renaming Adoula
after the. referendum, but support for Tshombe appears
to be growing. It now seems highly probable that the
former Katangan leader will be offered a post in a new
government even if he is not named premier. Whether
he would accept a lesser position, however, is prob-
lematical.
At the moment, Tshombe is trying to assume the
lead role in organizing a government of "national recon-
ciliations' He is meeting with politicians of all stripes,
including members of the exiled Committee of National
Liberation, which he has said should be represented.
Tshombe's bargaining position is strong. Southern
Katanga, richest area of the Congo and the source of
most of the government's revenue, still supports him,
and there is little doubt that he could re-establish him-
self there if he chose.
All UN combat troops have left the country, as
scheduled.

British Guiana: CBremier Jagan is making a new at-
tempt to obtain US and Commonwealth support for his pro-
gram to straighten out the colony's increasingly chaotic
affairs
Discussing the recent racial violence in a .talk with
the US consul general last week end, Jagan admitted that
he could not control some of his followers. The situation,
he said, had reached the point where there can be only
one of three possible outcomes: a coalition government,
partition, or civil war.
Lagan plugged hard for a coalition government com-
posed of his predominantly East Indian Peoples' Progres-
sive Party and Forbes Burnham's Negro-supported Peoples'
National Congress. Desperately anxious for US support
for this scheme, he is thinking of sending a high-level
emissary to Washington to discuss the matter.
Fagan said he was willing to consider giving up his
demand to postpone the elections, tentatively set for
later this year- - a basic shift which would bring his min-
imum coalition proposals close to those I sug-
gested by Burnham. However, Jagan told the governor
on the same day that he was reluctant to meet Burnham's
demands fully. Jagan told him that he required a three-
year coalition, whepas Burnham wants a coalition only
until the elections.

who will be attending the Commonwealth conference in
London next week requesting that they come up with some
sort of "Commonwealth Compromises' He suggested that
they might endorse a plan calling for a PPP-PNC coalition,
ostponement of elections, and the establishment of a,1UN
resence until the colony is granted its independence.

allow expansion of relations with the US to stir up
Hungary: Hungary has shown sensitivity to Presi-
dent Johnson's Lexington speech calling for efforts to
"bridge the gap" between the US and Eastern Europe.
In a major foreign policy address on 24 June, Deputy
Premier Kallai said that "the path to normalization of
Hungarian-American relations has been opened and
we welcome this trend." He reaffirmed, however,
Hungary's determination to maintain close ties with
the USSR and made it clear that the regime would not
sentiment for "national independence."
