MEMORANDUM TO THE DIRECTOR OF CENTRAL INTELLIGENCE
Subject: Draft of Suggested C.I.G. Memorandum
entitled "Contacts with Sources
of Foreign Intelligence
1. The Assistant Directors of the offices of operations
and Reports and Estimates have discussed the above paper.
Such discussion has revealed that this paper is based
on C.I.G. Directive No. 15. It is evident-that C.I.G.
Directive No. 15 is badly in need of revision and until
such action is undertaken, this office does not feel that
it would be wise to concur in the subject paper as pre-
sented.
2. Pursuant to your instructions today, this office is
undertaking the draft of a revised C.I.G. Directive No,
15 which will be presented to ICAPS on com 1etion.
