* South Vietnam: General Khanh's plans for the new
government remain fluid.
the interim government to be put together this week may
continue indefinitely, possibly under caretaker Premier
Oanh. [-Oanh and others, including Khanh himself, ' have
implied that it may be necessary to postpone the na-
tional assembly elections, now scheduled for 21 March
Khanh appears to be feeling his way in the new sit-
uation, evidently hoping to avoid a new challenge to his
position from either the Buddhists or skeptical mili-
tary elements.

Leopoldville. Additional trips by the transport planes
are expected in the coming weeks. Belgians apparently
are assisting these deliveries.
Arrangements are also being made to return to
Tshombe two transports, probably DC-3s, which have
been grounded in Angola since the Katanga secession
collapsed two years ago. The Portuguese had already
returned other military equipment--including aircraft--
which they stored for Tshombe when the Katangan re-
gime fell.
the Portuguese see Tshombe as
the best guarantee of stability in central Africa and
of security on Angola's northern borders. He regards
US and Belgian support of Leopoldville as tepid. I

POSSIBLE ZSU-57/2 SELF-PROPELLED ANTIAIRCRAFT GUNS
NEAR PHUC YEN AIRFIELD
The ZSU-57-2 is a modified twin version of the 57mm
automatic antiaircraft gun mounted on a modified T-54
tank chassis. The twin 57mm gun is an effective anti-
tank and antipersonnel weapon.

West Germany - Eastern Europe: West Germany is showing increased interest in joining the trend to-
ward
easing credit restrictions

Communist countries. An interministerial committee
in Bonn has come up with a recommendation to permit
the advancement of five-year credits to the USSR and,
in individual cases,
longer term credits to other East
European countries. Chancellor Erhard and his
top
advisers are for the moment, however, in favor of
maintaining existing restrictive policies until another
attempt has been made to "harmonize" e the credit
policies of all Western countries.
