Armed Forces shall be Granted Leave upon the
Critical Illness or death of a close Relative,
In accordance with your request, subject Bill has been
reviewed as a basis for comment as to whether it is of interest
to CIA activities and whether further action by your office is
necessary or desirable. While we recognize the proposal as one
of interest to individuals in the military service who are
detailed to this Agency, we do not believe any further action
is required.

Your opinion as to how the passage of FUG 3332 will affect members of
the Armed Forces who`are assigned to CIA, especiallk,, with respect to
members of the Armed Forces stationed outside- of th~o United States, will
be greatly appreciated.
Extending such benefits to members of the Armed Forces who are attached
to CIA and stationed overseas may be detrimental to operations in view of
the limited number of personnel assigned over?eas.
It is srgpested that consideration be given to including somethir_2 of
this nature in connection with the Agency Career Service Legislative rrogram.

Mr. SMIT-n of Mississippi introduced the following bill; which was referred
to the Committee on Armed Services
A BILL
To amend the Armed Forces Leave Act of 1946, to provide
that members of the Armed Forces shall be granted leave
upon the critical illness or death of a close relative.
Be it enacted by the Senate and House of Representa-
tives of the United States of America in Congress assembled,
That section 3 of the Armed Forces Leave Act of 1946
4 (37 U. S. C., sec. 31a) is hereby amended by adding at
the end thereof the following new subsection:
" (d) Whenever the spouse, child (including a step-
7 child) , parent (other than a grandparent) , brother, or sister
8 of a member of the Armed Forces dies or becomes critically
9 ill, if a, member of the family of the member of the Armed
10 Forces (or the member of the Armed Forces himself) re-

practicable. This subsection shall riot apply to members of
the A rrned Forces who are engaged in hostilities and cannot
be spared from their duties during periods in which the
A ruffed Forces are engaged in combat, or to members of the
A rrned Forces stationed outside the forty-eight States and
the Distriet of Columbia during any war. Leave granted
rnuder this subsection shall he deducted from leave accrued, or
c rarged against any leave which may accrue during future
