MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Organizational Proposal for the Production
of Intelligence on International Communism
1. Attached hereto I submit my recommendations to provide the
expansion of intelligence and research activity regarding international
communism.
2. The Deputy Directors are in agreement with regard to the re-
commendations act forth in paragraph 6. In summary these are:
a. Expansion of the NIS production by the Department of
State on NIS type material on international communism, with
b. Enlargement of the
in DDP/CI for operational intelligence support in this field; and
c. Establishment of a small senior research and planning
unit (to be administratively under the DDI) for continuing spe-
culative study of and the means of countering communism.
3. Accordingly, I recommend that you approve the recommenda-
tions of this paper, it being understood that the implementation would have
to take into account the comments of the DDS which are set forth in Tab A.
