REFERENCE : Memo for DD/P from Chairman, Ad Hoc
Requirements Committee, same subject,
dated 23 March 1960 (TCS-?187-60?a)
I am returning herewith the referenced memorandum. I have
not approved the recommendation in paragraph 4. My reason is that,
although it is so carefully worded as to be quite acceptable, formal
approval might imply that the recommended operations could be
conducted without jeopardy to higher priority targets. Under present
circumstances. I believe it would be unwise to conduct missions
against the targets here proposed because such action might provoke
publicity or even diplomatic protest and could jeopardize other higher
priority objectives. On the other hand, these targets should be kept
in mind for coverage Jas suggested in the recommendation itself) in
conjunction with some other mission if such coverage could be obtained
without added political or military exposure.,
