MEMORANDUM FOR SECRETARY DOUGLAS
SUBJECT: Congressional Summary
1. 85th Congress - The Senate is debating H R 4640, Civil Service Retire-
ment Act amendments. The House is considering H R 12336, making urgent de-
ficiency appropriations for the fiscal year ending June 30, 1958.
2. ailitarv Pav - The Senate-House conferees meet tomorrow at, 2 p.m. to re-
solve the difference between the Senate and House passed versions of H R 11470
(85-180), military pay bill.
3. Positive Control System - The Joint Committee on Atomic Energy meets to-
morrow in closed 'session at 10 a.m. to receive a briefing on positive control
system (formerly known as Fail-Safe). The Committee may also discuss bomb re-
lease system in view of South Carolina incident. The following witnesses from
SAC will appear: Brig. Gen. John A. MMDavid; Col. William W. Wisman; and Maj,.
Richard Sweetnam.
4. DOD Reorganization - Assistant Secretary of Defense McNeil testified to-
day before the House Armed Services Committee on DOD Reorganization plan.
Assistant Secretary of Defense McGuire will testify tomorrow at 10 a.m.
5. Space - The Senate Special Committee on Space and Astronautics today heard
testimony on S. 3609, National Aeronautics and SpacefAet, from Imo. Doolittle,
Chairman, NACA; and Adm. Strauss, Chairman, AEC. Tomorrowts witnesses will be:
Deputy Secretary of Defense Quarles; Dr. Alan T. Waterman,. Director, National
Science Foundation; Mr. Roy Johnson; Director, Advanced Research Projects Agen-
cy; and Dr. Herbert York, Chief Scientist, Advanced Research Projects,Agency.
The House Select Committee on Astronautics and Space Exploration will meet
at 10 a.m. tomorrow to receive testimony from Mr. John C. Cooper, American Bar
Association; Mr. L. Becker, State Department; Rep. Baskell, Delaware; and Mr.
L. Ellsworth, Chairman, Civil Service Commission.
_6. Civil Defense -The Military Operations Subcommittee, House Government
Operations Committee today received testimony from BOB witnesses on H R 2125,
to reorganize the -civil defense functions of the Federal Government, to estab-
lish a Federal Department of Civil Defense. Tomorrow's witnesses will be from
0DM and Federal Civil Defense Administration.
