Mission Approval Signatures This mission is in response to the USIB require- ment for high resolution photographic coverage of priority targets in North Vietnam. Specifically, the OXCART aircraft is to cover those areas of North Vietnam which because of surface-to-air missile defenses cannot be covered adequately by other means. The 303 Committee has approved this mission. TARGET DATA There are 48 COMOR targets in North Vietnam which are listed below. Apart from coverage of these targets, OXCART photography is to be used specifically to locate and identify surface-to-surface missiles in North Vietnam if and when they should be introduced. 1. 1J37 Cac Ba Coastal Def. This mission has been planned to make two passes over the primary target area in order to maximize photo coverage. This mission should cover a minimum of 25 COMOR targets and a large number of other bonus targets. *Indicates the COMOR targets this mission should cover. OPERATIONAL DATA DISTANCE 5792 NM TIME 4 + 55 DENIED TIME 0:25 ENTRY ALTITUDE: 79,100 Feet SPEED Mach 3.1 (1792 Kts) VULNERABILITY ESTIMATE At the present time 198 surface-to-air missile launch positions have been detected in North Vietnam. However, there are only about 28 to 32 active sites on any given day. They are largely concentrated in the Hanoi, Haiphong, Thanh Hoa, area. There are a number of MIG-21 jet interceptors in North Vietnam but they are not capable of intercepting the OXCART aircraft.
