My dear General Smith:
In accordance with the recommendation made by the Psycho-
logical Operations Coordinating Committee on August 18, 1952,
I am forwarding the enclosed statement, concerning the foreign
information policy guidances which are issued by the Department
of State, for the concurrence or comment of the Central In-
telligence Agency.
The statement was developed by the Committee to provide all
departments and agencies with an agreed interpretation of the
provisions of NSC 59/1 pertaining to coordination of foreign in-
formation policies for the information of all overseas missions
engaged in foreign information activities.
