SUBJECT : Overseas OPRED Requirements
1. The Executive Director-Comptroller has emphasized the
necessity for cnntinually and actively reviewing our overseas re-
quirements and personnel commitments in order to gain maxirrum
advantage for the Agency from the established ceilings. He has
asked that we review the projected situation as of 30 June 1971 and
identify where presently assigned ceilings will not be committed
as of that date or the foreseeable future, or where present or
potential requirements exist that cannot be accommodated within
present ceilings. While this relates to the overseas presence
ceiling, It may be necessary to make similar adjustments in the
domestic staff and contract ceilings to enable the ceiling mechanism
of the two systems to rnesh and provide effective staffing of over-
seas positions.
2. In light of the above, please review your anticipated
OPRED needs and advise this office by COB, 5 April 1971, of any
projected changes or adjustments so the Directorate can plan its
future requirements in the overseas arena.

The next meeting of the Defense Science Board Ocean Surveil-
lance Task Force will be held on 15, 16 and 17 March 1971 at
the new TRW Washington Headquarters in Westgate Research Park
(same room as our December meeting). The meeting will begin
at 1030 on Monday, 15 March, and at 0900 on the other days.
The agenda is not yet complete. I'will forward you an unclas-
sified version when it is available.

I have discussed revised personnel
ceilings for the FY 1972 budget with the Director and the Science
and Technology Directorate ceiling This
is a net reduction from the levels contained in our budget
submission last fall. The 1972 Congressional Budget will be
prepared on this basis. Please advise the Office of Planning,
Programming, and Budgeting as soon as possible of the final
distribution of ceiling by office in order that dollar ceilings may
be determined for preparation of the Congressional Budget.
The total ceiling authorized for the Agency
has been allocated to the several components. No reserve has
been established despite the fact that possible requirements for
have already been identified. It is, therefore,
entirely possible that further adjustments during or prior to
FY 1972 will be necessary.
