The rail and storage facilities of Shang-hai did not appear to be over taxed on Less than 20 percent of the effective yard trackage appeared to be occupied by freight cars. Nearly all of the total of 982 cars counted on hotography were closed or covered, with very few gondolas, flat cars, and engines in evidence. The quality of the- photography precludes detailed rail car counts. This photography was also studied to determine what changes had been made in the rail and storage systems of Shang-hai since- the date of the ATMP material, and during hen a number of new rail and storage facilities were constructed. Facilities are located on the accompanying map of the Shang-hai area, and des- cribed in the following annotations.
