SUBJECT: Contact Clearing Authority
1. Enclosed DF from ICAPS, above subject, furnishes the names of
Mr. Elliott Thurston and Mr. Richard P. Whitely., who have been listed
with CIG as the contact clearing authorities of the Federal Reserve
System and the Federal Trade Commission, respectively, for the inter-
change of such intelligence information as may be authorized. The
memorandum requests the necessary security investigation, and,a recom-
mendation as to the highest class of information, which may be discussed
with, or transmitted to, the individuals. named, and recommendations as
to what restrictions should be imposed regarding the dissemination of
intelligence to their offices.
2. The Security Branch, with appropriate assistance from the
Requirements Branch, will make the necessary investigations as outlined
in the enclosure, and will submit a separate report and recommendation
for each case. These reports and recommendations will be prepared in the
form of a memorandum for Captain Olsen's signature addressed to ICAPPS.
They will be routed to this office through the Requirements Branch for
comment or concurrence.
