SUBJECT Definitions of Intelligence
REFERENCE : NFIB-24.1/13 dated 19 July 1977
1. Broad consensus exists among NFIB members on the need for an
authoritative and comprehensive glossary of intelligence terms. The Office
of Policy and Planning of the Intelligence Community Staff has scheduled a
meeting of representatives from NFIB agencies to address the subject at
0930 hours on Tuesday, 20 September in Room 5S09, Community Headquarters
Building.

2. You are requested to notify the Secretariat by noon,
19 September of the names of your representatives who will be attending the
meeting.

Report on Recommended Chancres to JCS Pub 1
(DD List No. 78)
Term 1: INFORMATION (INTELLIGENCE)
Concur with the recommendation to?change the JCS Pub 1
definition. In addition, the existing term qualifier
"(INTELLIGENCE)" was agreed for deletion, and the intro-
ductory words "In intelligence usage," were added to
the first sentence. The revised term and the agreed
redefinition follows:
"INFORMATION.- In intelligence usage, unevaluated
material of every description which may be used in
the production of intelligence."
Term 2: INTELLIGENCE
Concur with the recommendation to change the JCS Pub 1
definition. The agreed redefinition is:
"The product resulting from the collection, processing,
integration, analysis, evaluation and interpretation
of available information concerning foreign countries
or areas."
Term 3: BASIC INTELLIGENCE
Concur with the recommendation to change the JCS Pub 1
definition. The agreed redefinition is:
"Fundamental intelligence concerning the general situ-
ation, resources, capabilities and Vulnerabilities of
foreign/countries or areas which may be used as refer-
ence material in he pl /
at any f/
level'- in evaluating subsequent information relating
to the same subject."
Term 4: FOREIGN INTELLIGENCE
Substitute the following cross reference only for the recom-
mended definition, as well as for the existing JCS Pub 1
definition:
"FOREIGN INTELLIGENCE - See intelligence."
Term 5: MILITARY INTELLIGENCE
Concur with the recommendation to add this term to JCS Pub 1,
redefined as follows:
"Intelligence on any foreign military or military-related
situation or activity which is significant to military
policy making or the planning and conduct of military
operations and activities."

Concur with the recommendation to change the JCS Pub 1 defini-
tion. The agreed modified definition follows:

five steps in the cycle:
a. planning and direction - Determination of intelligence
requirements, preparation of a collection plan, issuance
of orders and requests to information collection agen-
cies, and a continuous check on the productivity of
collection agencies.
b. collection - Acquisition of information and the pro-
vision of this information to processing and/or pro-
duction elements.
c. processing - Conversion of collected information
into a form suitable to the production of intelligence.
d. production - Conversion of information into intelli-
gence through the integration, analysis, evaluation,
and interpretation of all source data and the prepara-
tion of intelligence products in support of known or
anticipated user requirements.
e. dissemination - Conveyance of intelligence to
users in a suitable form."
Term 7: INTELLIGENCE ESTIMATE
Concur with the recommendation to change the JCS Pub 1
definition. The agreed modified definition follows:
"Intelligence which predicts the degree of likelihood
of possible future events, developments, and/or courses
of action and their implications and consequences."
Term 8: INTELLIGENCE SUMMARY
Concur with the recommendation to modify the JCS Pub 1
definition. The agreed modified definition follows:
"A specific report providing a summary of items of
intelligence at frequent intervals. See also
intelligence."

"Intelligence of all types and forms of immediate
interest which is usually disseminated without the
delays necessary to complet6evaluation or inter-
pretation."
Term 10: TACTICAL INTELLIGENCE
Concur with the recommendation to change the JCS Pub 1 defini-
tion. The agreed changed definition follows:
"Intelligence which is required for the planning and
conduct of tactical operations. Tactical intelligence
and strategic intelligence differ primarily in level of
application but may also vary in terms of scope and detail."
Term 11: COMBAT INTELLIGENCE
Nonconcur with the recommendation to change the JCS Pub 1
definition. The existing DOD definition for this term,
with.the cross reference deleted, as follows, is retained.
"That knowledge of the enemy, weather, and geographical
features required by a commander in the planning and

Term 12: STRATEGIC INTELLIGENCE
Concur with the recommendation to amend the JCS Pub 1 definition.
The agreed amended definition follows:
"Intelligence which is required for the formation of
policy and military plans at national and international
levels. Strategic intelligence and tactical intelli-
gence differ primarily in level of application but may
also vary in terms of scope and detail."
Term 13: INSTALLATION INTELLIGENCE
Nonconcur with the recommendation to add this term to JCS Pub i.
The existing JCS Pub 1 term TARGET INTELLIGENCE and its definition
provide adequate coverage.
Term 14: COUNTERINTELLIGENCE
Resolution of the recommendation on this term is deferred to
the action under DD List No. 75.

The addition of the term qualifier ("INTELLIGENCE)" to the

definition, which follows, is retained.
"A stage in the intelligence cycle in which information
is subjected to review in-order to identify significant
facts and derive conclusions therefrom."
Term 16: EVALUATION (INTELLIGENCE)
Concur with the recommendation to substitute the word "cycle"
for the word "process" in the second sentence of the definiti-
tion. In addition, the existing term qualifier "(INTELLIGENCE)"
was agreed for deletion, and the introductory words "In
intelligence usage," were added to the first sentence. The
revised term and the first two sentences of the definition will
now read as follows:
"EVALUATION - In intelligence usage, appraisal of an
item of information in terms of credibility, reliability,
pertinency, and accuracy. Appraisal is accomplished at
several stages within the intelligence cycle with pro-
gressively different contexts."
Term 17: INTEGRATION (INTELLIGENCE)
The addition of the term qualifier-"(INTELLIGENCE)" to the
existing JCS Pub 1 term INTEGRATION is not agreed. The
recommendation to change the current JCS Pub 1 definition is
agreed. The agreed term and definition are:
"INTEGRATION - A stage in the intelligence cycle in
which a pattern is formed through the selection and
combination of evaluated information."
Term 18: INTERPRETATION (INTELLIGENCE)
Concur with the recommendation to substitute the above term
and its definition for the existing DOD term INTERPRETATION
OF INFORMATION and its definition. The term qualifier
"(INTELLIGENCE)" is deleted and the agreed modified term
and definition follow:
"INTERPRETATION - A stage in the intelligence cycle in
which the significance of information is judged in
relation to the current body of knowledge."
Note: The DOD term INTERPRETATION OF INFORMATION and its
definition will be deleted from JCS Pub 1.
Term 19: COLLECTION (INTELLIGENCE)
Substitute a cross reference to "intelligence cycle" only for
recommended definition as well as for the existing JCS Pub 1
definition and delete the qualifier "(INTELLIGENCE)" from the
term. The entry will read:
"COLLECTION - See intelligence cycle, subpart b."

Term 21: TERRORIST ORGANIZATION

Term 22: INTERNATIONAL TERRORISM
The recommendations to add the above three terms and their
proposed definitions to JCS Pub 1 are not agreed. The
terms have adequate standard dictjonary definitions and are
not required in JCS Pub 1.
