Launch Area F at the Plesetsk ICBM Complex (Figure 1) has not been
definitely associated with any missile system although vehicles and pieces
of equipment have been observed on various photographic coverages. This
report was initiated in an effort to identify missiles and equipment and
more specifically, to determine if SCAMP missiles were present.

Two recent photographic missions, 25X1
E were of sufficient quality to permit vehicle and equipment identification
an reliable mensuration. Each mission is treated separately in the following
paragraphs with vehicle and equipment identification and mensuration where
possible.
No missiles, SCAMPS, or SCAMP-like vehicles were observed on either of
the coverages. The qualified identification of some equipment would appear
to associate the site with the SS-5 missile system.

On this mission a total of 26 vehicles/pieces of equipment were present
in the site area as follows:
1 erector on launch pad
5 probable trucks/vans
5 probable trucks/vans
3 unidentified vehicles
4 possible SS-5 fuel tankers - 70 by 10 feet
3 transporters with prime movers -
1 transporter with prime mover
1 possible transporter with pri
3 small unidentified vehicles
1 tent - 100 by 20 feet

in the site area. Due to shadows and darkness of the imagery, mensuration
was not possible on all objects.
