Approved For Release 2006/09/11 : CIA-RDP84B00049RO01102660018-2 SECRET 12 January 1982 MEMORANDUM FOR: Director of Central Intelligence Deputy Director of Central Intelligence FROM : SA/IA SUBJECT : Materials for PFIAB Meeting 1. Attached are the materials which I have been able to put together for your meeting tomorrow with the PFIAB. The first book includes intro- ductory talking points drafted byl It provides an easy way to 25x1 explain to the PFIAB what our mechanism and procedures will be for dealing with them. I am sure that some of this will be explained to them prior to your meeting in the afternoon. Second, suggests that, although 25x1 the members of the PFIAB will be given their security briefings in the morning, it would be wise for you to mention briefly your concern about leaks. 2. Next is a profile of the Intelligence Community, which I understand was requested by the DDCI last week. The book also includes a list of the PFIAB members. 3. Finally, I have inserted your (DCI) draft notes for the meeting. This version represents my effort to weave the various pieces that you have produced into a single statement. I made an attempt to fill in the blanks that you had left. It is not clear to me that you had intended that it all should hang together as a single statement, so I totally expect that you will do further tinkering with the draft in hand. 4. Because you had originally requested material on the 85 Capabilities Study, I have given you, in a second book, copies of the Study and your briefing materials used at the 17 December NSPG meeting. I know that you have borrowed language from that presentation already in your basic state- ment, but I thought you might want the more detailed information for backup. 5. For DCI only: In addition, I am returning to you the various pieces which you requested as part of your preparation for the meeting. The only piece that I could not find is the DDI draft talking points on instability, subversion, and terrorism. I will assume that you have those with you. Following your discussion at this morning's staff meeting, I believe we have the beginnings at least of an orderly mechanism for dealing with the PFIAB, both for the Community and for CIA.
